To start with, remove the downstream wire just to isolate the cause.
Some GFCIs won't reset unless power is off. Read your instructions.
Also, replace with common outlet and test hot/neutral/ground are correct with one of those testers.
Verify it is really the first in line too, but that really shouldn't matter.

The down and dirty way to test a picture frame joint would be to hang it from one corner and hang a pail on the other corner and fill it with water until it breaks. Might take several pails, however. A step up would be to use a hydraulic cylinder that has a gage on it. Put it inside the frame and push opposing corners apart until it breaks. Or if you have a hydraulic frame press, put it inside and press from outside in.
Or just use loose tenons and there will be no need to worry about testing.

I can't say how well that gun works, but for $10 you can buy an HVLP gun at Harbor Freight (on sale right now) that sprays shellac and low viscosity finishes really well. It will run on any compressor that can put out around 6 CFM at 40 psi, which is a pretty modest compressor. With an HVLP gun you can control fluid flow, air flow, and fan width.

I'll be happy to help. Will you be here on Friday? If so, and if my dealer has any sales, I'll be glad to take you with me. Otherwise, come out to my basement shop for a tour - we'll bring out the "boneyard" for you.
One place is good for old tools - Heritage Square Antique Mall - north off Exit 110 on I 70 - about 3/4 mile north and on the west side of Brice Road. Good selection - priced about market, but I have found a number of deals there. Be sure to look through the display cases also.
Finally, no trip to Columbus is complete without a trip to Woodwerks, a woodworkers dream store. Fortunately, maybe unfortunately at times, I live with 6 miles of each of the above recommendations.
