Oak is traditional because of strength and stability. You can use dowels but they are much more difficult to use than rived wood.

  Drawer to slide measurements

It might vary among the brands. The KV slides I use specify 0-1/16". That's a fairly precise measurement, so if you exceed it (drawer too small) you can do things like shim one side to fit, or even cut a shallow groove if it's not as perfect as it needs be. I, of course, have only read about this...never having had a misfit. In any case there should have been some information with the slides that give you the exact number. Of course the 2 slides need to be absolutely parallel when installed, and the drawer perfectly square.

You might want to gauge the interest on a luthier's forum, as true pre-embargo stock is highly valued for guitars due to its dense nature which has something to do with sound reproduction. Depending on the grain, I would imagine you are talking minimum $20 bd/ft, but that's just a wild guess, perhaps more.

Very likely old beetle larvae holes. Watch for a couple weeks to see if any fras is produced. Beetle don't attack wood that has a film finish. Ken

IMO the issue not so much the cabinet materials as it is the issues you have in the garage.

Mold will stick to anything even concrete if left alone.

I would be for determining the root cause before making decisions that may just reintroduce the same issue
