I got abot 15-20 truckloads of millings for free...talked to the street department "if you are ever on that side of town and want to get rid of them, let me know.". A few weeks late got a 6:30 am call "where do you want them dumped?"
Was cheaper to haul nearby than across town ...
Talked to some private paving companies and learned it just depends on the contract. Sometimes it's already spoken and paid for ahead of time. Other times it can be available. If it's ODOT they aren't allowed to give them away.

An update and an attempt to answer most of the questions...
The asphalt section turning into a skating rink is low to unlikely. Where I live, events to cause significant ice are rare, at least that doesn't melt off in a day or so.
I am going to try to address the runoff problem first, partly because that should be done anyway and partly because we are going to spend the asphalt money elsewhere, either on a larger generator, or on new HVAC, both of which are higher priority than asphalt.
We had millings put down the last time we had the road redone, those lasted longer than the crush n run (a mix of gravel and fines, I don't know it is called elsewhere).
I will consider renting a mini, it would be fun but I've never run one. I am looking at having someone do it.

Crown the road so water will run off the sides before it builds up enough to cut ruts. I would consider a Bob Cat over a mini. Don't forget about preventing erosion from the runoff. Such as ling the ditches with rock if need be. Roly

Yeah. the guy who normally does the road has a road grader and crowns it.
