At this point the part is only worn from locking and unlocking the fence. I put a little wax on it and its working okay so I'm going to go with that for now

After a few years that piece falls off and the fence no longer locks tight against the rail. More than likely that is your problem. Go to a big box store and pick up a small sample square or two of Formica. Cut a piece to the correct size and glue it in place with epoxy.

I have had to do this a couple of times in the 20 years that I have had the fence.

Not having that issue. Phenolic is still there. My issue is that I'm developing an impression on the other side of the flap of metal (where the fence locking lever rubs on it when locking the fence down.)
