Just use a standard air compressor air gun and blow it into the far end of hose connected to drain, see if that starts it draining.  Roly

No love blowing backwards.
Appreciate the replies. Ended up getting a transfer pump. Removed the pipe plug on the top of the tank and pumping it out. 
I'm going to have a new a new flushing/cleaning regime. New tank going in today.

I know this is an older, solved, thread, so just something to consider should the need arise. The (cold) water inlet is already piped to the bottom of the tank, and a garden hose with two washers will seal on 3/4" NPT. And...it's not as bad as siphoning gas.
